El diputado Osbaldo Santill\u00e1n G\u00f3mez, hizo un llamado a las y los 39 presidentes municipales, para que cumplan en tiempo y forma con el pago de contribuciones federales y obligaciones fiscales ante el Servicio de Administraci\u00f3n Tributaria (SAT) y as\u00ed puedan realizar acciones en beneficio de la ciudadan\u00eda.<\/p>\n\n\n\n
\u201cEste exhorto no tiene un \u00e1nimo pol\u00edtico ni partidista. Tiene un \u00e1nimo preventivo, responsable y profundamente institucional\u201d, aclar\u00f3 al hacer uso de la m\u00e1xima tribuna del Estado.<\/p>\n\n\n\n
El legislador del Partido Verde Ecologista de M\u00e9xico, precis\u00f3 que el llamado tiene car\u00e1cter preventivo e institucional, ya que el manejo responsable de las finanzas p\u00fablicas impacta directamente en los servicios, la obra social y el bienestar de las familias duranguenses.<\/p>\n\n\n\n
\u201cCuando un ayuntamiento deja de enterar impuestos federales, como el ISR retenido a trabajadores, cuotas o aportaciones, no afecta a una administraci\u00f3n futura de manera abstracta; compromete directamente la viabilidad financiera del municipio\u201d, se\u00f1al\u00f3.<\/p>\n\n\n\n
Santill\u00e1n G\u00f3mez record\u00f3 que actualmente existen municipios que enfrentan descuentos en participaciones federales por adeudos heredados de administraciones pasadas, lo que reduce de inmediato los recursos disponibles y provoca retrasos en n\u00f3mina, afectaciones en servicios p\u00fablicos, par\u00e1lisis en obra p\u00fablica, endeudamiento adicional y, en algunos casos, una condici\u00f3n financiera cr\u00edtica para la operaci\u00f3n municipal.<\/p>\n\n\n\n
Ante ello, hizo un segundo llamado a las autoridades municipales en funciones para que, cuando existan elementos que acrediten adeudos fiscales de administraciones anteriores, se presenten las denuncias correspondientes ante las instancias competentes.<\/p>\n\n\n\n
